Construction Update Overview

The Atascadero City Hall was built between 1914 and 1918 by Edward G. Lewis and has become one of California’s historic landmarks. The building was damaged during the 2003 San Simeon Earthquake and has been vacant since. Efforts to restore this cornerstone of the community are underway.

The City of Atascadero has selected Bernards to be the Construction Manager for the duration of the restoration project. The project team including the City of Atascadero, Bernards, and Pfeiffer Partners has been working on the preconstruction details necessary to beginning work in August.

This webpage has been specifically designed to keep the public informed of the progress of the project. It will also serve as the central location for a number of proactive opportunities to participate in the project (notice the left side bar of anticipated links “coming soon”). The page will be updated at least monthly depending on the actual progress of work.

Preconstruction Activities

The major activities for the first weeks of operation for the project team include: mobilization of site facilities, developing procedures coordinate various related agencies, updating estimates for final presentation to City Council, Logistics planning to include the anticipated traffic flow for the adjacent Jr. High campus and the local adjacent businesses. The team is proceeding with a “safe working” conditions and hazardous mitigation plan that will be completed prior to actual restoration work beginning.

Media Event

City Staff organized a kick off Media Event that was held on August the 6th. Representatives from the media were invited to the Council Chambers for a briefing on the current project status. The media representatives were provided with a media packet of information, a safety briefing, and hard hats. Staff hosted a tour of the building with photo and video opportunities for public news presentations. Local TV news and news paper publications ran these stories that evening and the following day. The news casts will be available shortly on this site for public review. The media coverage during this event was extremely successful. The various reports will help the community to understand and visualize the challenges ahead.

City Council Presentation

Bernards presented an update at the City Council meeting on the evening of July 27. The Power Point presentation slides are attached to this web page for public review. Bernards estimating has been working closely with the subcontract market to better identify the expected budget for the entire project. It was reported that the expected overall budget was trending towards an reduction in cost. The City Council approved Bernards’ recommendation of a Construction Management Multi-Prime (CM/MP) contract delivery method. The CM/MP delivery will allow for an earlier start of actual work as well as help to eliminate a number of redundancies in contractor overhead and profits.

FEMA Review

Representatives from the Federal Emergency Management Administration (FEMA) and the California Emergency Management Administration (CAL EMA) met on August 5th with the City Staff and Construction Manager, Bernards, to review the current status of the project. The group toured the building from top to bottom again to get a better understanding of the anticipated FEMA/City cost allocations. The primary focus of the afternoon meeting was to outline the procedures for quantifying and identifying FEMA related reimbursable costs. This question and answer opportunity helped develop a good working relationship between the agencies and management staff for expediting progressive payment schedules and identifying costs related to damage that may be additionally reimbursable by FEMA.
