Joint City Council & Planning Commission Review

On March 27, 2012, the City Council and Planning Commission held a joint meeting to review and comment on the current project proposal for Eagle Ranch. At the meeting, City Staff requested Council/Commission direction on several aspects of the project. The Eagle Ranch applicant also made a presentation to review the current proposed project plans. The Council/ Commission asked questions, and the public had an opportunity to speak about the project.

At the end of the meeting, the Council and Planning Commission directed staff and the applicant to gather additional information and focus on some key aspects of the project development. Council and Commission direction included the following main points:

• Begin discussions regarding existing County tax share policy
• Santa Barbara and Santa Rosa interchange funding strategy needed
• Provide additional information on water and sewer service and capacity
• Additional study on annexation boundary reduction related to wildland fire
• Look at ongoing on-site and off-site road maintenance costs
• Refine applicant’s affordable housing proposal
• Look at traffic and safety concerns for Atascadero Avenue San Rafael, and San Gabriel areas
• Lot layout E selected as preferred choice for San Rafael Road area
• Emergency/secondary access for the existing San Diego Road neighborhood is needed for public safety. Fire department to look at gating options
• Additional environmental analysis needed for lots proposed off Los Osos Road
• Keeping of horses and farm animals on large lots a priority
• Pocket parks are not a priority; focus should be on main public park at Village Center

City staff, the applicant, and the EIR consultant will be addressing these items in upcoming months per Council direction. Additional studies, site plan revisions, and neighbourhood meetings will be conducted.
