The City Council is composed of five members elected at large by the citizens of Atascadero. Council members serve four-year overlapping terms. The Mayor is selected by the Council members to preside over the meetings and perform other ceremonial duties. As the policy-making legislative body, the City Council is responsible for the enactment of all programs, policies and services of the City.

The City Council acts upon all legislative matters concerning the City, approving and adopting all ordinances, resolutions, contracts and other matters requiring overall policy decisions and leadership. The Council appoints the City Manager, City Attorney and various other commissions, boards and citizen advisory committees, all of which ensure broad-based input into the affairs of the City.

In 1998, the City Council initiated a unique strategic planning effort to annually determine important issues and set overall goals for the City. Each City department also prepares a strategic plan to interface with the priorities established by Council. The City's annual operating budget becomes the guide and the means for implementing those strategies.

With a background in law enforcement, real estate and extensive building experience Bob brings a unique expertise to the City to improve the “business friendly” atmosphere and insure that the City’s financial practices are efficient and appropriate. He represents the City on the countywide homeless taskforce and serves on the El Camino Homeless Organization’s Board. Mr. Kelley joined the Council in 2008 and has served as Mayor Pro Tem and the Vice Chairman of the Redevelopment Agency. He served on the City’s Planning Commission from 2000 to 2006.

Mr. O’Malley retired from San Luis Obispo County government after serving as the Administrator for the Department of Mental Health. Now, he and his wife operate Portola Inn which provides lodging and venues for special events. After serving on the City’s Planning Commission, O’Malley was first elected to the City Council in 2002. His goal was to build consensus in what was then a divided community and to focus on community wide interests. O’Malley served as Mayor in 2006 and again in 2011. He helped develop the City’s Public Trust program and continues to work for open and efficient government. Mayor O’Malley is a strong advocate for Economic Development, Downtown revitalization and capital improvements throughout the City.

Mr. Clay is a farmer at heart. After farming with his father, he worked at the Paso Robles School for Boys as a Senior Youth Counselor. He had a twilight career in real estate. He has a passion for volunteerism. Jerry is credited with starting the Youth Basketball and Babe Ruth baseball programs in Atascadero. He and his wife, Vivienne, were community 4-H leaders for 21 years in Atascadero, and Jerry is still involved with 4-H and FFA with his grandchildren. Jerry has worked the Junior Livestock Auction at the Mid-State Fair for over 50 years and is an active member of Kiwanis. He was one of the original members of the Veterans Memorial Committee. Jerry joined the Council in 1996 bringing his enthusiasm for youth programs. He championed programs for youth, the new Youth Center, workforce housing, and the second-unit ordinance. Jerry served as Mayor in 2003.

With a background in business, finance and education, Roberta has a keen interest in promoting local business and accountability in government. Fonzi was elected to the Council in 2008 and served as Mayor in 2010. She is passionate about involving the public in the governmental process, and has been a strong promoter of creating a business-friendly climate with improved job opportunities for local residents.

Brian works for PG&E at Diablo Canyon Power Plant, and serves his community as a volunteer. Being a "business friendly" city is very important to him, both for new and existing businesses. He is interested in seeing the Council, community, and staff, work as a team...create a "We" mentality. He joined the Council in 2010, after serving on the Planning Commission from 2008 to 2010.

City of Atascadero

WELCOME TO THE ATASCADERO CITY COUNCIL MEETING
 
The City Council meets in regular session on the second and fourth Tuesday of each month at 6:00 p.m. unless there is a Community Redevelopment Agency meeting commencing at 6:00 p.m. in which event the Council meeting will commence immediately following the conclusion of the Community Redevelopment Agency meeting. Council meetings will be held at the City Hall Council Chambers, 6907 El Camino Real, Atascadero. Matters are considered by the Council in the order of the printed Agenda.
 
Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on file in the office of the City Clerk and are available for public inspection during City Hall business hours at the Front Counter of City Hall, 6907 El Camino Real, Atascadero, and on our website, www.atascadero.org. An agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. Contracts, Resolutions and Ordinances will be allocated a number once they are approved by the City Council. The minutes of this meeting will reflect these numbers. All documents submitted by the public during Council meetings that are either read into the record or referred to in their statement will be noted in the minutes and available for review in the City Clerk's office. Council meetings are video taped and audio recorded, and may be reviewed by the public. Copies of meeting recordings are available for a fee. Contact the City Clerk for more information (470-3400).
 
In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City meeting or other services offered by this City, please contact the City Manager’s Office or the City Clerk’s Office, both at (805) 470-3400. Notification at least 48 hours prior to the meeting or time when services are needed will assist the City staff in assuring that reasonable arrangements can be made to provide accessibility to the meeting or service.
 
TO SPEAK ON SUBJECTS NOT LISTED ON THE AGENDA
Under Agenda item, “COMMUNITY FORUM”, the Mayor will call for anyone from the audience having business with the Council to approach the lectern and be recognized.
  1. Give your name for the record (not required)
  2. State the nature of your business.
  3. All comments are limited to 3 minutes.
  4. All comments should be made to the Mayor and Council.
  5. No person shall be permitted to make slanderous, profane or negative personal remarks concerning any other individual, absent or present
 
This is the time items not on the Agenda may be brought to the Council’s attention. A maximum of 30 minutes will be allowed for Community Forum (unless changed by the Council).
 
TO SPEAK ON AGENDA ITEMS (from Title 2, Chapter 1 of the Atascadero Municipal Code)
Members of the audience may speak on any item on the agenda. The Mayor will identify the subject, staff will give their report, and the Council will ask questions of staff. The Mayor will announce when the public comment period is open and will request anyone interested to address the Council regarding the matter being considered to step up to the lectern. If you wish to speak for, against or comment in any way:
  1. You must approach the lectern and be recognized by the Mayor
  2. Give your name (not required)
  3. Make your statement
  4. All comments should be made to the Mayor and Council
  5. No person shall be permitted to make slanderous, profane or negative personal remarks concerning any other individual, absent or present
  6. All comments limited to 3 minutes
If you wish to use a computer presentation to support your comments, you must notify the City Clerk's office at least 24 hours prior to the meeting. Digital presentations brought to the meeting on a USB drive or CD is preferred. Access to hook up your laptop to the City's projector can also be provided. You are required to submit to the City Clerk a printed copy of your presentation for the record. Please check in with the City Clerk before the meeting begins to announce your presence and turn in the printed copy.
 
The Mayor will announce when the public comment period is closed, and thereafter, no further public comments will be heard by the Council.
