The Eagle Ranch Specific Plan proposes the annexation of an undeveloped 3,450± acre area adjacent to Atascadero’s southern boundary. The majority of the site is part of the Historic Atascadero Colony and contains approximately 452± undeveloped Colony lots and a network of un-built Colony roads, originally established by E.G. Lewis’ 1914 Atascadero Colony Map. The Specific Plan will propose reconfiguring these existing lots and roadways, and will identify a variety of land uses including housing, commercial uses, parks, trails, open space, and tourist-serving facilities.

Eagle Ranch Notice of Preparation Now Available
The City of Atascadero is the Lead Agency and will prepare an Environmental Impact Report (EIR) for the project for the Eagle Ranch Specific Plan. The project description, location, and probable environmental effects of the Eagle Ranch Specific Plan are described in the Notice of Preparation (NOP), which is the 1st step in the EIR process. On Tuesday, February 26, 2013, the Atascadero City Council and Planning Commission held a joint study session to review the Eagle Ranch Specific Plan project. The purpose of the meeting was to discuss the latest design proposal and determine if the project is ready to begin the Environmental Impact Report (EIR) process. The meeting began with a presentation by City Staff to review the purpose of the project and current EIR authorization request, and then a presentation by the applicant regarding the current design and project proposal.

During public comment, several questions were raised regarding issues such as traffic, noise, light pollution, emergency access routes, trails, as well as the proposed size and scope of the project. City Staff responded to public questions, as well as questions from the Council and Commission. As noted at the meeting, many of the issues need further study and analysis, and would be addressed through the preparation of an EIR.
After further comments and discussion, and a recommendation by the Planning Commission, the City Council voted 5-0 to move forward and begin an EIR for the proposed project, with the following additions or alternatives to be included:

On December 13, 2012, City Staff hosted an interactive neighborhood workshop for neighbors near the proposed Eagle Ranch Specific Plan area. Neighbors, residents, and other stakeholders had an opportunity to provide comments and feedback on the proposed development. Over 100 people attended the workshop. City Staff and the applicant made brief presentations that included project history, the number of historic colony lots and road right of ways, and how the development proposal has changed over the past year based on neighborhood feedback from previous meeting.
After the presentation, participants broke out into small groups based on the neighborhoods they live with facilitation provided by City Staff. In addition to the neighborhood groups, an overall project group met to discuss issues in regards to the project as a whole. The four groups included:
During the breakout sessions, City Staff wrote on boards and collected comments from neighbors. At the conclusion of the breakout session, Staff summarized the major comments each neighborhood had. All the comments that were made at the meeting and submitted to staff via the website will be forwarded to City Officials. Staff and the applicant will review and address the comments while working to update the site plan. The next opportunity for public comment will be at the City's Design Review Committee at 6PM on January 31, 2013 at City Council Chambers.
