Eagle Ranch Project Info

Project Description:

The Eagle Ranch Specific Plan proposes the annexation of an undeveloped 3,457± acre area adjacent to Atascadero’s southern boundary. The majority of the site is part of the Historic Atascadero Colony and contains approximately 452± undeveloped Colony lots and a network of un-built Colony roads, originally established by E.G. Lewis’ 1914 Atascadero Colony Map. The Specific Plan proposes reconfiguring these existing lots and roadways. Seven (7) vehicular connection points would connect a network of local internal Specific Plan roads with existing City roads. In addition, some lots have frontage or shared drives accessing directly onto existing City roads. The proposed project include the following components:

    • 494 single-family residential lots;
    • 93 multi-family units (senior housing, workforce housing & mixed-use units);
    • Resort Hotel: 44.9 acres; 100 rooms and associated amenities;
    • Village Center: 3.9 acres; 15,000 sq. ft. retail, offices, postal facilities, meeting space;
    • Highway Commercial: 15.2 acres; 200-room hotel & facilities and sit down restaurant;
    • Public Park: 7.4 acres; includes small amphitheater;
    • Equestrian Staging Area: 1.6 acres;
    • Roads: 19 +/- miles internal network of roads;
    • Trails: 16.9 +/- miles of paved multi-use paths, unpaved trails, and trail easement(s);
    • Open Space and Agriculture: 2,285 +/- acres; consisting of agricultural, private & public open space.

Draft EIR Comment Card:

City Staff welcomes your comments regarding the Eagle Ranch Specific Plan Draft EIR. The public review period for the Draft EIR runs from Wednesday, February 15, 2017 until Monday, April 17, 2017. All written comments on the Draft EIR must be submitted by April 17, 2017.

Eagle Ranch Draft Specific Plan Information
 
 
The Draft Eagle Ranch Specific Plan is a document designed to guide development on the project site and to implement the goals and policies of the Atascadero General Plan. The Specific Plan contains detailed development standards, land uses, infrastructure requirements, and implementation measures for the Eagle Ranch Specific Plan Area. The Specific Plan is similar in nature to the City’s Zoning Ordinance, however, the standards are targeted to the Eagle Ranch area only. 
 
     

The Eagle Ranch Draft Specific Plan is available to download by following the links below. A printed copy may be viewed at Atascadero City Hall, located at 6500 Palma Avenue, Monday through Friday from 8:30am to 5:00pm or at the San Luis Obispo County Library Atascadero Branch located at 6555 Capistrano Avenue.

Eagle Ranch Draft EIR
The City of Atascadero, as the Lead Agency, has prepared a Draft Environmental Impact Report (DEIR) that evaluates the impacts of the proposed project. This document informs residents, decision makers, and other interested parties of any potential significant environmental effects of the proposed project and identifies ways to mitigate those potential effects.
 
Consistent with the California Environmental Quality Act (CEQA), the document will circulate for a public review period where the City solicits written comments on the Draft EIR from the public. The City will hold a public workshop to go over the Draft EIR and solicit comments on the Draft EIR in March 2017.
 
The public review period for the DEIR has been extended and shall run from Wednesday, February 15, 2017 until Wednesday, May 17, 2017. All written comments on the DEIR must be submitted by May 17, 2017. 
 
The Eagle Ranch Draft EIR is available to download by following the links below. It can also be viewed at Atascadero City Hall, located at 6500 Palma Avenue, Monday through Friday from 8:30am to 5:00pm, or at the San Luis Obispo County Library, Atascadero Branch located at 6555 Capistrano Avenue. Digital PDFs on CDs and hard copies of the document are also available for purchase at City Hall.
 
At the close of the Draft EIR comment period, the City will respond to comments and revise both the Specific Plan and EIR into Final documents. The Planning Commission and City Council will consider these documents at public hearings. If the City Council chooses to adopt the Specific Plan and certify the EIR, the Eagle Ranch project area will require annexation into the City by the San Luis Obispo County Local Area Formation Commission (LAFCO).
