Dedicated to Atascadero's Character and safety by helping people plan and build quality projects.
The Community Development Department administers the City's land use and building regulations through the implementation of the General Plan and Building Code. The Community Development Department strives to promote development that is consistent with the "smart growth" principals adopted in the General Plan, and support the economic vitality of the City by coordinating the City's economic development activities. The Community Development Department, headed by the Community Development Director, has two divisions; Planning and Building.
The Planning Division is responsible for implementing the General Plan by ensuring that development projects are consistent with the goals, policies, and programs outlined in the General Plan and by ensuring that development projects are consistent with current local zoning ordinances and state codes. The Planning Division reviews all Use Permits, Subdivision applications, Planned Developments, and projects requiring environmental review. The Planning Division provides technical analysis of entitlement projects and makes recommendations to the Planning Commission and City Council on all land use issues that come before them for consideration.
The Building Division is responsible for ensuring that all construction is consistent with the Building Code. The Building Division is responsible for coordinating the review of building permits with other interested departments, such as the Fire Department, Planning Division, and Public Works Department.

Environmental Impact Assessment is intended to assure a complete understanding of the likely effects upon the environment of a proposed development project, and to identify measures to minimize or compensate for any impacts which are expected. The three major documents in the environmental review process are:
Initial Study: This document is the preliminary analysis prepared by staff to determine whether a negative declaration or an environmental impact report should be prepared;
Negative Declaration: This document states the project will not have or can, based on available information, be prevented from having, a significant adverse impact on the environment (mitigated negative declaration); and
Environmental Impact Report (EIR): This document is a detailed report on the estimated significant avoidable and unavoidable environmental impacts of the project.
