



Historic City Hall Restoration Project
On December 21, 2010, bids were received at the City Hall for Bid Package ACH-2, Penthouse Hazardous Materials Abatement and Demolition. Six (6) bids were received (see attached bidding matrix) with MARCOR Environmental out of Dublin, CA as the lowest responsive bidder. MARCOR Environmental’s proposal has been reviewed and confirmed complete. Their proposal will be presented to the City of Atascadero’s City Council on February 22, 2011 for approval as the awarded Penthouse Hazardous Materials Abatement and Demolition Prime Contractor for the Historic City Hall Project. Lead soil abatement continued at the basement. Soils were removed, stockpiled, and contained in storage bins at the exterior of the basement. Final soils testing will confirm abatement complete early next week. In addition, the Basement Demolition contractor finalized their scope of work completing the final clean up of the basement and site, and the placement of Storm Water Protection at the perimeter of all disturbed areas of the site. The Basement Demolition will be complete following final soils tests confirming lead removal, and City Inspection. Upcoming activities include Penthouse Demolition contractor mobilization and the release of Bid Package ACH-8 Historical Repair & Rehabilitation.
Bid Package ACH-5 Concrete Piles, Structural Foundation Earthwork, and Cast-in Place Concrete consists of the structural stabilization of the existing structure foundations with a designed micro pile system. The work includes all required excavation and backfill at the basement and exterior of the building, and all micro-pile concrete caps and reinforcement to implement the engineered micro pile system. In addition, the work includes all interior and exterior waterproofing, rough grading, all reinforcement, sand, rock base, and vapor barriers for a new cast in place slab on grade, basement ramp and stairs, expansion of elevator pit and foundation and structural concrete walls from basement level to bottom of the first floor only. In October, the City of Atascadero released prequalification packets to the public for the upcoming bid package ACH-8, Historic Repair & Rehabilitation. Prequalification packets were due to the City by December 28, 2010. After reviewing and scoring the packets received, the City of Atascadero has qualified eight (8) firms and these 8 firms will be able to bid as the Prime Contractor for bid package ACH-8. Basement demolition is approaching final completion. The site was cleared of all concrete debris. Lead soils abatement commenced at the basement shooting range. Soils were removed and stored in containment bins. MECA, the hazardous materials consultant, took samples of the soils in the lead area to confirm contaminated soils removal is complete. Soils test results shall be confirmed by Monday January 31st. The completion of basement demolition activities include final clean up of concrete debris at basement, removal and capping of existing sanitary sewer lines, and site storm water protection. Upcoming activities for the Atascadero City Hall include penthouse demolition, foundation and micro-piles, structural shotcrete walls, earthwork, and full historic repair and rehabilitation.
The removal of the basement concrete slab continued and is complete, including the removal of any loose concrete debris within the exposed basement soil and all stockpiled concrete debris onsite. The existing exterior concrete ADA ramp and railings were also removed exposing more area around the exterior of building for future foundation work and re-installation of new code complying ADA ramp access into the building. Exploratory pits were excavated at ten (10) locations within the interior of the basement and exterior of the building. The pits exposed the existing conditions of the building foundation for Structural review, and verification of the micro-pile system design to stabilize the structure. The Structural Engineer and Geotechnical consultants were onsite Tuesday January 18, 2011 and viewed the existing conditions. Soil samples were also taken to verify the acceptance the use of native soils for backfill purposes. In addition a remedial action plan is in process by the City’s Hazardous Materials Consultant, MECA, for the removal of the unforeseen concrete fuel tank. The tank will be removed to access the foundation to implement the micro-pile system. The removal of the tank will proceed following the County Health Department approval of the Underground Storage Tank (UST) removal plan. Lead soil abatement will commence next week, includes removal of lead contaminated soils at the basement historic shooting range.
Basement concrete and wall demolition activities continued. Exploratory foundation excavations began exposing the existing footings at the interior and exterior of basement to determine design parameters for future micro pile systems to stabilize the structure. During the exposure of exterior portion of test pit #7 at the northeast corner of the building, an abandoned underground concrete storage tank was uncovered adjacent the historic structure. The tank was determined to have been used as a fuel/oil waste tank for the past boiler system. The County Health Department was contacted, as well as the Hazardous Materials consultant, MECA, to confirm removal and soils testing requirements for complete remedial action of the tank. The tank needs to be removed to implement foundation micro pile systems. Structural, and Geotechnical Engineers will be onsite next week to review the exposed existing foundations.
Interior demolition continued at the basement level, removing existing block walls and unreinforced concrete slab. Exterior exploratory excavations will begin early next week to determine the actual conditions of the building foundations. Exploratory footing excavations at the interior basement level will also commence next week following the removal of all concrete debris. The explorations are needed to confirm the actual condition of the foundations, and determine the design parameters for the micro pile systems for structure stabilization. Other upcoming activities include removal of existing ADA access ramp, removal of exterior basement access ramp, asphalt, and concrete aprons.
