



Historic City Hall Restoration Project
Demolition of the block walls in the basement occurred this week and is about 80% complete. After clean up of all wall debris, demolition of the concrete slab floor in basement will begin.
Five (5) of the seven (7) large trees surrounding the building were removed successfully this week by Whit’s Turn Tree Care. Final trimming of the two (2) trees to remain is also complete. The removed trees will be utilized by the Atascadero Historical Society. Basement abatement of asbestos tiles, mastic, and gypsum board walls is also complete. Millennium, the monitoring firm for hazardous materials removal, confirmed that all hazardous materials in the basement is removed in its entirety and contained for disposal. Demolition of basement block walls will commence next week.
The Historic City Hall basement Electrical Demolition and Temporary Power installation is complete. The basement hazardous materials abatement, concrete wall and floor demolition contractor mobilized on Wednesday December 15th and began containment setup of basement rooms requiring abatement. Temporary site lighting is complete. All abatement setup was confirmed acceptable by the Hazardous Materials monitoring firm, Millennium, Inc. Basement abatement began on Friday December 17th.

The Historic City Hall Project’s switchover to temporary power was established and energized this week. Switchover of power from the existing service meter was complete by PG&E and Rossi & Carr Electric on December 8, 2010. The basement electrical demolition is close to complete in preparation for the basement abatement and concrete wall and floor demolition contractor scheduled to mobilize onsite next week. Electrical demolition activities remaining include; removal of Main Switch Board equipment, energize power and secure the general task lighting throughout the historic building, and site lighting establishment. The Tree Removal and Protection contractor, Whit’s Turn Tree Care, met with the construction team in preparation to begin the tree removal work commencing the week of December 20, 2010.

The first phase of demolition at the basement level continued with the removal and disconnection of existing electrical conduits, panels, and establishment of temporary power for construction. The City of Atascadero approved the exterior temporary panel installation, and power feed to the basement electrical feeders to power the building throughout. PG&E is scheduled next week to switchover building power from the existing Main Switch Board and re-energize the temporary power panel. Once power switchover is complete by PG&E, the existing Main Switch Board (MSB) will be removed. In addition to the power switchover next week, site security lighting will be established, task lighting throughout the building will be secured, and preparation for basement abatement, concrete wall and floor demolition will commence.
A mandatory pre-bid meeting for ACH-2, Penthouse Hazardous Materials Abatement and Demolition was held on Tuesday. Sixteen companies participated in the documents’ review and job walk. Bids are due on 12/21 and work will begin mid-February.

Rossi & Carr Electric with full crews continued their removal of existing electrical in the basement, and installed the temporary electrical feeder panels adjacent the existing building transformer. In the interim, the City of Atascadero removed existing kitchen equipment from the 4th Floor kitchen penthouse. These items will be stored by the City, and will be put to use in the future. The first City inspection for the Historic City Hall Project was scheduled to review installed temporary panel equipment, and approve the installation for PG&E service termination and switchover to temporary power for construction. The City Inspector provided a few comments and testing provisions prior to approval of the installation. Re-inspection will be scheduled for the week of November 29, 2010. In addition to ongoing work in the basement, Penthouse Demolition Bid Package ACH-2, pre-bid job walk is scheduled for interested bidders on November 30, 2010 at 1pm. No work will occur over Thanksgiving Holiday weekend.
On Thursday November 18, 2010 Rossi & Carr, the Prime Contractor for the Basement Electrical Demolition and Temporary Power, mobilized to begin its establishment of temporary power service and basement electrical demolition. The first day onsite, Bernards and Rossi & Carr’s foremen walked the basement and discussed the electrical demolition parameters and temporary power set up, and confirmed a plan of activities to begin. Rossi & Carr began with the placement of the exterior temporary service panel. The 400A temporary electrical service panel was installed per PG&E requirements and placed on a new exterior backboard mounted on concrete embedded 6x6 wood posts adjacent the existing building transformer. RMC feeders will be placed from the new 400amp service panel to the existing building electrical panel feeders to service the electrical needs for construction and until the new electrical service is established. Coordination and scheduling to disconnect and switchover the main building service to the temporary service with PG&E is underway.

BP-ACH-2 Penthouse Hazardous Materials Abatement and Demolition consists of the complete demolition and removal of the fourth story appurtenant non-historical additions attached to the original Historic City Hall. The work includes hazardous materials abatement and removal, demolition of all of the structure foundations, floors, walls and roofs. Included in the scope will be the removal existing roof debris as well as the palletizing and storing of bricks that have fallen off of the building. Mandatory pre-bid job walk will be held on November 30,2010 at 1:00pm and bids are due on December 21, 2010.
