In 2014, Atascadero voters approved a ballot measure (F-14) which authorized the City to increase its sales tax rate by a ½ percent for a term of 12 years, together with a measure (E-14) advising that the funds be primarily utilized for maintaining and repairing neighborhood roads. While the City will continue to maintain and improve arterial roadways, funds approved under Measure F-14 are specifically earmarked for the improvements of neighborhood roads. The measures became effective April 1, 2015, and will sunset on April 1, 2027 unless renewed by the voters. The measure includes a nine-member Citizen Oversight Committee tasked with reviewing revenues, expenditures, and the annual road report.
Since that time, Measure F-14 has funded:
- Nearly $14M in neighborhood road repair
- Resurfaced or rehabilitated over 42 miles of neighborhood roads, including the removal and replacement of asphalt on full roadway sections where needed.

The City of Atascadero is pleased to announce that road construction for the 2023 F-14 Pavement Rehabilitation Project commenced in mid-August, 2023, and consists of pavement rehabilitation for a total of 3.3 miles of roadway, including:
1. Cabrillo Avenue (Ensenada to Capistrano)
2. Capistrano Avenue (West Mall to Lewis)
3. Dolores Avenue (San Anselmo to San Jacinto)
4. Ensenada Avenue (West End to Capistrano)
5. Magdelena Avenue (Mercedes to end)
6. Magnolia Avenue (Capistrano to end)
7. Mercedes Avenue (Capistrano to Highway 41)
8. Navidad Avenue (El Verano to San Jacinto)
9. Palma Avenue (Traffic Way to Rosario)
10. San Ardo Avenue (Arena to Dolores)
11. Sycamore Road (Miramon to Capistrano)
12. Valentina Avenue (Dolores to Alamo)
13. Via Avenue (Traffic Way to Ensenada)
Roadway treatments range from light resurfacing to full reconstruction, depending upon current condition of the road.
Souza Construction has been hired by the City to complete construction for this project, which should last approximately 5 months. Driveway access to and from all roadways will be maintained during construction. However, there may be short periods of time (typically 15-30 minutes) when your driveway cannot be accessed, to accommodate construction work. The City and its contractor will work closely with you to minimize this inconvenience while allowing the construction to progress. During pavement rehabilitation, motorists are encouraged to pay close attention to the traffic signage and plan for extra time if travel through the area is necessary. Please drive carefully through the work zones and be considerate of both other drivers and workers. Large trucks, trailers, and recreational vehicles should use alternative routes where possible.

2016 Community Road Report
The following two projects were budgeted with Measure F-14 monies for fiscal year 2015-2016. Pavement testing and engineering design costs of $10,713 and $132,547 were incurred during the fiscal year ending June 30, 2016 for these projects, with the remaining budget spent for construction after June 30, 2016. These construction costs are not reflected in the financial summary below. The 2016 Maintenance Project included 1.76 miles of roadways, and the 2016 Rehabilitation Project included 2.43 miles of road improvements, for a total of 4.9 miles.

Sales Tax Oversight Committee
Citizens’ Sales Tax Oversight Committee
The Citizens’ Sales Tax Oversight Committee (CSTOC) was established for the oversight of the 2014 Sales Tax Measure. The Committee shall annually review revenues and expenditures from the collection of the tax created by the adoption of Ordinance No. 581, and shall also review the Annual Road Report prepared by the City. The Committee shall, through the City Manager or her designee, submit the Committee’s findings and conclusions to the City Council.
The Citizen's Sales Tax Oversight Committee is comprised of nine community members; seven members appointed to the Committee by individual Atascadero community groups and two members appointed by the City Council. Appointees shall be residents of the City; however, no member of the Committee shall be an elected official.
