Development Process:

The City has adopted a code that regulates the use of land and design of commercial and housing projects. Our Municipal Code requires that applications requiring project approval be submited to the Community Development Department. The Planning Department reviews applications and proposals for consistency with the General Plan and Zoning Code.

A planning application is required for projects that require additional review from staff or  additional hearing bodies. Approval for different projects may be given by Planning staff, the Administrative Hearing Officer or commissions such as the Planning Commission (PC) and Design Review Committee (DRC). More complex projects may require approval from the City Council.

Planning staff also prepares and oversees environemtal reports required by the California Environmental Quality Act (CEQA) that study the effects of development projects and identify ways of avoiding environmental damage.

A building permit is required for all construction projects being proposed in the City. Plans are reviewed by our different departments to ensure that the design will satisfy all city and state construction codes.

Fees:

Building permit fees will vary based on the project and type of construction proposed. To request an estimate of building permit fees for your project, please fill out and and return a fee estimate form with as much detail as possible.
