2045 General Plan Update Approved!

The Atascadero City Council formally approved and adopted the comprehensive 2045 Atascadero General Plan Update at their City Council hearing on Tuesday, September 22, 2026.

The newly adopted 2045 General Plan serves as the community's long-range blueprint. It guides future physical development, resource conservation, economic growth, and infrastructure improvements through the year 2045. This adoption represents a significant milestone in the City’s long-term governance and planning efforts. The General Plan Update is the result of an extensive multi-year community engagement process designed to ensure the plan reflects the community’s vision for the future of Atascadero. Feedback gathered from more than 20 community workshops, public surveys, and collaborative stakeholder discussions helped shape the goals, policies, and priorities included in the General Plan.

"This updated plan marks the culmination of a major planning effort with substantial community input to provide a strong foundation for the continued growth and prosperity of Atascadero and its residents," said Mayor Charles Bourbeau. As a long-term planning document, the General Plan encompasses key planning elements such as Land Use and Community Form, Economic Development, Mobility, Recreation and Open Space, Public Services and Infrastructure, and Safety and Emergency Preparedness.

Alongside the General Plan, the City certified the accompanying Environmental Impact Report (EIR) prepared in compliance with the California Environmental Quality Act (CEQA). Implementation of the General Plan's land use policies will proceed with upcoming zoning code updates. The Zoning Code update will be reviewed by the Planning Commission on October 6th and is anticipated to go before the City Council on October 27th.
