EQUIPMENT DISPATCHED: 2 Command Vehicles, 6 Engines, 1 Air Attack, 1 Dozer from the following agencies: Atascadero Fire & Emergency Services, Templeton Fire & Emergency Services, Cal Fire- San Luis Obispo Unit, San Luis Obispo County, and Atascadero State Hospital.

DESCRIPTION OF CONDITIONS UPON ARRIVAL: Units responded to a reported unknown fire visible behind Home Depot. Updated dispatch information identified the incident as a vegetation fire located behind 1605 N. Ferrocarril, within the Mutual Threat Zone with Cal Fire, prompting a full wildland response from County Fire.

The first-arriving unit assumed Incident Command and reported approximately ½ acre burning in grass and oak woodland with a slow rate of spread. Structures were immediately threatened, and a life safety alert was issued due to power lines involved. The fire had an estimated potential of up to 2 acres. The incident was determined to be directly related to the ongoing power outage occurring in Atascadero at the time.

Initial response included six engines, two command vehicles, Air Attack, and a dozer. Air Attack confirmed the on scene conditions and remained on scene until forward progress has been established and determined no aviation resources were needed. The dozer response was also cancelled after forward progress had been stopped and Incident Command confirmed it would not be required.

The fire area had recently undergone fuels reduction work along the Salinas River. This mitigation effort contributed to the slow rate of spread and supported crews in achieving rapid containment.

ANY UNUSUAL PROBLEMS DURING FIRE DEPARTMENT OPERATION: A partial power outage had just occurred, and at the same time multiple incidents were dispatched simultaneously, limiting Atascadero’s initial response to one engine and one battalion chief. The outage contributed to radio system instability, and dispatch experienced communication difficulties that required dispatch personnel to rely primarily on portable radios, reducing clarity during the initial response period. Due to this outage and because the vegetation fire was located within the Mutual Threat Zone, County Fire Dispatch assumed control of the incident, providing command and tactical frequency assignments until the end of the incident.

MINUTES UNTIL EMERGENCY WAS CONTROLLED: The forward progress of the fire was stopped at 19:42, approximately 28 minutes after dispatch. Crews continued extensive mop up operations, and the incident was declared controlled at 20:20.

INJURIES TO EMERGENCY PERSONNEL OR CIVILIANS: None.

AREA OF FIRE ORIGIN and FIRE CAUSE: A bird contacted the power lines, resulting in an electrical arc that ignited nearby vegetation.
